Platform Scope: Governs the website www.khadimenampally.org and the “Citizen Grievance Support” Mobile Application (available on Google Play Store and Apple App Store) and official WhatsApp Business API conversational channels.

By downloading, installing, accessing, or using our website, mobile application, or messaging channels, you agree to be bound by these Terms and Conditions and our Privacy Policy. If you do not agree to these Terms, you must immediately cease using our services and uninstall our applications.
1. Institutional Declaration & Non-Governmental Disclaimer
- Legal Identity: Khadim E Nampally Foundation is a registered, independent non-profit, non-governmental organization (NGO) established under the [Telangana Societies Registration Act, 2001 / Indian Trusts Act, 1882 / Section 8 of the Companies Act, 2013] with registration number 67 of 2026.
- NO GOVERNMENT AFFILIATION: This platform is NOT owned, operated, managed, or officially affiliated with any central government ministry, the State Government of Telangana, or any municipal corporation.
- Scope of Service: The Citizen Grievance Support Application acts strictly as a public-benefit, intermediary facilitation portal. We coordinate volunteer efforts to verify local issues reported by citizens and route compiled public representations to the relevant administrative authorities (such as GHMC, HMWS&SB, TSSPDCL, Telangana Police, etc.) for their independent resolution.
- No Guarantee of Resolution: While we act as a persistent public advocate to track and follow up on reported issues, we do not guarantee that the government authorities will resolve your grievance, nor do we assume any administrative liability for government delays, inaction, or municipal policy decisions.
2. Platform Usage & User Eligibility
- Age Limit: The platform is intended for citizens of India who are legally competent to enter into binding contracts under the Indian Contract Act, 1872. If you are under the age of 18, you may use this platform strictly under the supervision and with the verifiable consent of a parent or legal guardian.
- Account Security: When registering on our platform via OTP verification, you agree to provide accurate, current, and complete personal information. You are solely responsible for maintaining the confidentiality of your account credentials and for all actions, uploads, and submissions made under your account.
3. Scope of Grievance Support Services
Our website and mobile applications allow users to register civic, municipal, or environmental issues (“Grievances”) by uploading details, location tags, and supporting media.
- Volunteer Verification: By submitting a Grievance, you agree that authorized local NGO volunteers may contact you, visit the specified location, and capture photographic or videographic updates to verify the report.
- Information Routing: Verified Grievances, along with the location coordinates and description, will be packaged into public representations and forwarded to public grievance officers or administrative dashboards of the Government of Telangana and municipal utilities.
- Public Tracking: To ensure transparency and public accountability, we may display aggregate grievance statistics, civic issue maps, and municipal department response times on our public web portals. No sensitive personal identifier (like your phone number or email address) will be made visible on public tracking maps.
4. Prohibited Content and Intermediary Guidelines (IT Act Section 79 Compliance)
As an intermediary platform hosting citizen submissions, we comply strictly with the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules. You are strictly prohibited from hosting, displaying, uploading, modifying, publishing, transmitting, storing, updating, or sharing any information/content that:
- Belongs to another person and to which you do not have any right.
- Is obscene, pornographic, pedophilic, invasive of another’s privacy (including bodily privacy), insulting or harassing on the basis of gender, libellous, racially or ethnically objectionable, relating to or encouraging money laundering or gambling, or otherwise inconsistent with or contrary to the laws in force.
- Is harmful to children or minors in any manner.
- Infringes any patent, trademark, copyright, or other proprietary rights.
- Deceives or misleads the addressee about the origin of the message or knowingly communicates any misinformation or patently false or misleading information.
- Impersonates another person or falsely represents affiliation with any government official, department, or public authority.
- Threatens the unity, integrity, defense, security, or sovereignty of India, friendly relations with foreign states, or public order, or causes incitement to the commission of any cognizable offense or prevents investigation of any offense, or is insulting to other nations.
- Contains software viruses, malware, or any other computer code designed to interrupt, destroy, or limit the functionality of any computer resource.
- Is patently false and untrue, and is written or published in any form, with the intent to mislead or harass a person, entity, or agency for financial gain or to cause any injury to any person.
5. Right to Content Moderation & Takedown Policy
- Monitoring Rights: While we do not pre-screen all user submissions, we reserve the right to review, moderate, edit, or permanently remove any grievance report, comments, or media that we determine, in our sole discretion, violates these Terms of Use, the IT Act, or platform regulations.
- Takedown Requests: If you are a citizen, copyright owner, or public official and believe that any content hosted on our platform violates these Terms or applicable laws, you may submit a formal complaint to our Grievance Officer at info@khadimenampally.org.
- Compliance Timeline: In accordance with the IT Rules, we will review valid complaints and remove or disable access to the offending content within 36 hours of receiving formal notification.
6. WhatsApp Business API Communications
- Active Consent: By registering your mobile number and actively checking the messaging opt-in checkbox, you consent to receive automated grievance updates, progress alerts, and official volunteer coordination messages on WhatsApp.
- Opt-out (“STOP”): You may opt-out of receiving WhatsApp messages at any time by replying STOP to our official WhatsApp Business account.
- Conversational Conduct: When interacting with our automated WhatsApp chatbots or live chat representatives, you agree to maintain a polite, professional, and respectful tone. Sending abusive, threatening, or offensive messages will lead to the immediate blocking of your number and the termination of your access to our services.
7. Donations, Refund, & Cancellation Policy (Financial Transparency)
If you make financial contributions to support our citizen grievance operations, volunteer equipment, or civic awareness campaigns, the following rules apply:
- Voluntary Contribution: All donations made to the NGO are voluntary and are utilized directly to fund our charitable civic support activities.
- No Refunds: Due to standard tax and non-profit accounting regulations under the Indian Income Tax Act, all successful donations are final and non-refundable.
- 80G Tax Deductions: Domestic donors will be issued a valid donation receipt enabling tax deductions under Section 80G of the Income Tax Act, 1961. You must provide your correct PAN card number at the time of the transaction to enable us to file the required Form 10BD with the Income Tax Department.
- FCRA Compliance: If you are a foreign national or are donating using foreign funds, you represent that your contribution complies strictly with the Foreign Contribution Regulation Act (FCRA). Such funds will be processed exclusively through our designated FCRA bank account.
8. Platform Security, Server Logs, and Data Safeguards
- Unlawful Attempts: You agree not to attempt to bypass, disable, or hack our platform’s security mechanisms. Any attempt to access restricted API endpoints, scrape user databases, or launch Denial-of-Service (DoS) attacks will result in immediate termination of access and the filing of a formal cyber offence complaint under the IT Act, 2000.
- 180-Day Log Retention: You acknowledge that we record and securely maintain connection logs, database actions, and API request metadata for a rolling period of 180 days (CERT-In mandate) to assist in security monitoring and official investigations.
9. Intellectual Property
- NGO Ownership: All original content, mobile app layouts, visual designs, icons, grievance routing algorithms, custom database structures, and logos are the exclusive intellectual property of Khadim E Nampally Foundation.
- License to User Submissions: By submitting grievance descriptions, photos, or videos to our platform, you grant the NGO a non-exclusive, royalty-free, worldwide, perpetual, and sub-licensable license to use, reproduce, modify, adapt, publish, translate, and distribute such materials in public advocacy files, municipal representations, and transparency reports.
10. Limitation of Liability and Indemnification
- No Administrative Liability: Under no circumstances shall the NGO, its governing board, officers, employees, or authorized volunteers be liable for any direct, indirect, incidental, or consequential damages resulting from the delay, inaction, or refusal of municipal corporations or government departments to resolve the grievances you have submitted.
- Indemnification: You agree to defend, indemnify, and hold harmless the NGO, its administrators, and volunteers from any claims, damages, losses, or legal liabilities arising out of your violation of these Terms of Use, your submission of false/misleading grievances, or your infringement of third-party intellectual property or privacy rights.
11. Termination of Service
- Right to Terminate: We reserve the right, without notice and in our sole discretion, to suspend, terminate, or block your access to our website, mobile application, and WhatsApp API channels if we detect fraudulent activity, submission of fake/misleading grievances, or violation of these Terms of Use.
- Account Deletion: You may terminate your account at any time by utilizing the “Delete Account” button within the mobile app or contacting our Grievance Officer. Upon account deletion, all active personal data will be erased in accordance with our Privacy Policy.
12. Governing Law and Dispute Resolution
- Jurisdiction: These Terms of Use are governed by and construed in accordance with the laws of India.
- Dispute Venue: Any disputes, controversies, or legal actions arising out of these Terms or your use of our platforms shall be subject to the exclusive jurisdiction of the competent courts in Hyderabad, Telangana, India.

Acknowledgment & Action: Our Grievance Officer will acknowledge your complaint within 24 hours and resolve or take down offending content within 36 hours (for severe violations) or within 15 days for general terms disputes.
